Youngstown Resident Sent for Mental Health Treatment

A man from Ridge Avenue in Youngstown is being sent to Heartland Behavioral Healthcare, a state mental hospital. He will undergo treatment for several months to restore his competency to stand trial. He’s accused of stabbing a man who is related to him by marriage on January 8th.

Kevin P. Kramer, aged 45, will be returned to Mahoning County to face a charge of felonious assault. If found guilty, he might receive a sentence of around eight years in prison.

On Thursday, Kramer went to court before Judge Anthony Donofrio in Mahoning County Common Pleas Court. The judge decided that Kramer wasn’t fit to stand trial after both the defense and prosecution agreed, based on a mental health evaluation.

The charge came about when the Youngstown police responded to a call at Kramer’s house on Ridge Avenue around 8:04 p.m. A child answered the door and told the officer she was scared, seeking comfort by clinging to them, as stated in the police report.

The officer discovered Kramer, the resident of the house, lying on the floor, covered in blood. Standing over Kramer was Robert Fowler, aged 44, holding a large steak knife and making threats against him.

The officer told Fowler to drop the knife, and he did. While one officer held Fowler, another went to Kramer, as noted in the police report.

Fowler claimed that Kramer, who is his wife’s brother, stabbed him after Kramer approached him and cut his throat.

Fowler proceeded to attack Kramer. Both men were then brought to St. Elizabeth Youngstown Hospital for medical care.

During the fight, there were kids present in the house, which was in awful shape. Dog waste and urine covered the floor, and one child was even sitting in a cat’s litter box.

The report says there was food and running water in the house, but it also mentions that three small dogs were squeezed into a tiny cage.
